It's a community garden! There is also a public area where there is a shady lawn and swing and even some plots where herbs or what not are grown for your enjoyment and possible procurement. The allotment portion of the garden is fenced off and closed to members who grow their own tomatoes or whatever. The community is strong here. You apply for a plot and maybe there's a wait list and you get in next year.
